Soccra Empire

The Soccra Empire were discovered by the USS Hangzhou in 2397 by Captain Harry Anderson. He was assigned to Task Force 8 at the time. His primary mission was explore the Gamma Quadrant.

Federation's First Encounter

The Hangzhou first stop was to New Bajor. When the Hangzhou arrived Harry was re-introduced with a long lost love. He found out during this encounter that he had a daughter. Her name was Kerja Aanyo.
Originally this race was known as the Crescent of Sapphira. They were a predecessor race to what we know today as a Vorta.
They were a failed species attempt by the changelings.
Sapphira was a founder AKA changeling. And when they were first developing their subjugated race they started with a humanoid like race instead of an ape like race. They tried to manipulate humanity a lower of all species and then genetically clone them so all these guys are originally clones.
Captain Harry Anderson of the USS Hangzhou attempted a treaty with them, because they had attacked new Bajor in the gamma quadrant.
Sapphira abandon this race many years ago and she thought she had eliminated them but somehow they survived and they evolved and still worship their God many years later. Amila Li was there ruling leader for the Crescent of Sapphira.
Before they invented ketracel White, this particular founder was trying to develop a humanoid race with telepathic abilities that can control soldiers.
This did not work out very well for her because her own creations cuz understand and resisted being used as weapons.
The founders eventually abandon this project thought they destroyed them, and then they moved on to the vorta which at that time were ape-like creatures and they modified them to be the perfect host species to control the Jem'Ha'Dar.
Amila Li was a clone by the way they all were was the current ruling leader and she hope I attacking new Bajor, they could win favor with the Dominion and rejoin them. They wanted to be close to their God.
Amila made it her life's work to create the perfect telepath.
Their society had made telepaths but and this is where it gets interesting we didn't know about Star Trek Picard when we wrote this by the way but the empress of The Soccra Empire which I'm getting ahead of myself, was not just a telepath she was a receiver kind of like how Picard was a receiver for the Borg.

Empress Camila Li

Meet Camila Li who was genetically created not as a clone but as one of a kind creation not only was she a telepath but she was a receiver which meant that she could control other telepaths. The problem was her body could not be completed without a conscience and because of the fact that it wasn't one particular conscience they practically gave her copies of everybody's consciousness and it developed its own after a while. Camila Li started to become her own person.
Amila Li was going to wipe her consciousness and then put herself into her body but a civil war broke out Camila Li and The Soccra tribe left it started their own Nation calling themselves the Soccra Empire. Camila Li was appointed empress.
